but all i am equipped with is a P&S. how do i, or how do i create quality photo's? is all in the camera? or is the post editing.

Its mainly all in the camera, the better the camera the better the quality of the photos. You can work around and do more with a high quality photo without losing your quality as fast as you would with a cheaper camera. Cheaper cameras are workable but during editing you begin to lose pixels faster and your end product turns out blurrier.

I couldn't disagree with you more.
Photography is about the person pushing the button. Learn your camera and learn its manual settings if it has any and then study composition. I have seen excellent photos from a point and shoot camera and I have seen thousands of bad pictures from high end equipment. An appealing photo is much more than how sharp or how perfect the colors are. Those things help, but you can achieve some beautiful shots if you have nice composition, and know how to take a properly exposed, correctly white balanced photo.

Agreed, I was referring to the picture quality pulled by the amount of pixels a camera creates. But like Withers says its not all in the clarity of the photo its more in the way you take the picture and the style you give it. For example, a black and white camera (cheap and old) could give you the worlds best looking silhouette if its taken right. Basically do with what you have and with a program like photoshop, anything is possible.

well i want to buy dslr which is good for noob or starter, but i want to be good enough because when/if i'm gettin' better just to add some lenses or other stuff...
i don't need something expensive, just enough to make quality photos.

Well I just started, I'm using a Nikon d40 they arn't that expensive I got mine for 300, you can buy used ones for as low as 250, its a good starter, especially for someone like me on a super budget.

I use a nikon d40 was well i got it used for 300 without any lens. Pickd up a few lens and stuff and i love it.
