Get as close to 0 as possible then throw spacers on. But also depends on what size rim you get.
Try this...type in what you have then type in what you want. It'll show you a good idea of what you're working with

It really depends on the width of the wheel & the type of car. I'm planning on running a 16"x8" +0 on my Miata, which is a tried and true setup for us Miata owners. However, if a 350Z for instance were to run an 8" wide wheel with a 0 offset, it wouldn't look right. Usually I would say "research what others are doing for your kind of car to make it flush", but I realize there probably aren't alot of flush/stanced Sebrings out there to use as examples. My personal opinion would be to run some 8.5"-9" wide wheels with a low offset (between 15mm-25mm) + a mild stretch and go from there, because that will give you a safe yet aggressive start. You can always add spacers and change up tire profiles/widths to get it more to your liking.

yea i think its safe to say ill be one of the first flush/stanced sebrings around..and i was thinking of running 9" wide wheels all the way around although i like the look of the wider tires in the back im just not for it unless it rwd..and im also thinking of going with these wheels http://www.buyimportperformance.com/v/vspfiles/photos/RO-D2189-3.jpg but i can only find em in a 35mm offset

Those are what I have. Check out jlbmotorsports.com If you call them they have more sizes then what they have listed. But honestly they don't have very many colors. Rota stopped making them for some reason. Pretty much just black or gold. That's why I got gold. Wanted red but they were out, then I wanted white. That was out also. So I picked gold.

I think you'd be pretty safe with the black/polished lip. And you can always have them painted/powdercoated later down the road if you get bored w/ the black.
