It would be pretty tough mate, anodizing is a controlled form of oxidization with a colored dye added, and stainless steel is designed not to oxidize.

dipped-parts.com can mimic neochrome/burnt titanium on anything. also, when rays (gramlights) does this finish on their wheels, they mold a jacket of a different metal over the actual lip.

umm i know your able to powder coat over stainless steel but anodize like said before coul dbe difficult. have you talked to any local shops?
